Heat 1 tablespoon vegetable oil in a large skillet over medium-high heat. Add steak and cook for 5-6 minutes until browned. Remove steak to a plate.

Add remaining vegetable oil to the skillet. Add peppers and onions and cook for 3-4 minutes or until tender.

Add cooked steak back into the skillet.
Whisk together the soy sauce, chicken broth, rice vinegar, garlic, black pepper, ginger, brown sugar, sesame oil, and cornstarch in a mixing bowl. Pour sauce into the skillet.

Bring to a simmer and cook for 4-5 minutes or until the sauce thickens.
Serve over rice and garnish with sesame seeds and green onions. Enjoy!
