I’ve done this with a cupcake corer (https://amzn.to/4aNySvF) where you can easily remove a bit of the center of the cupcake and then pipe icing inside, then frost as usual.

Unfortunately I gave them to the faculty at my granddaughters school without taste testing them first. Next time, if there is a next time, I will add more powdered sugar and much more powdered orange jello to the frosting, maybe even add some to the cake mix. I will definitely taste test everything before I give it to other people from now on.
