I don’t know, but it sounds to me like the meat layer should go on top of the Frito cheese layer – with a sprinkle of cheese across the top layer

Layer the meat in the bottom of a 9×13 inch pan. Add the remaining cup of cheese.

We cooking two different pans or does the Fritos go first with cheese, then the meat is layered on TOP of the fritos.
